Moral decay in society is not ultimately the result of bad policy it is the result of idolatry. God's wrath is revealed against the unrighteousness of men who suppress the truth of God in order to run after their own desires. God in His wrath allows men to reap the consequences of their own corrupt choices which ultimately lead to death. Thanks be to God, He has sent His Son into this world to reveal the righteousness of God to Salvation to all who turn in faith and believe in Him.
